Senior Development Program Manager – Government Services & Solutions

Accountabilities:: Own end-to-end execution for multiple internal development programs, maintaining accountability for cost, schedule, technical performance, risks, opportunities, and overall program commitments. Lead and coordinate cross-functional teams spanning Engineering, Operations, Cyber & Information Security, Finance, and other relevant functions to ensure programs remain aligned with objectives. Influence stakeholders and technical teams in a highly matrixed environment, creating alignment, accountability, and momentum even when team members do not report directly to you. Establish program plans, track milestones and performance metrics, and provide clear executive-level reporting on progress, risks, issues, and key decisions. Identify program risks and opportunities proactively, develop mitigation strategies, and drive timely resolution of issues that could affect cost, schedule, technical performance, or delivery commitments. Ensure internal development programs meet required objectives while supporting applicable certifications, cybersecurity requirements, security controls, and compliance obligations. Apply established development and governance processes, including structured program reviews and disciplined execution across hybrid Agile and predictive methodologies. Requirements: Bachelor’s degree in a technical or business discipline, or equivalent relevant professional experience. 10+ years of multifaceted program or project management experience, including direct responsibility for cost, schedule, technical performance, and risk management. Significant experience leading large internal development programs involving software development, satellite networking, hub designs, satellite terminals and antennas, or complex systems-of-systems initiatives. Demonstrated ability to lead and collaborate effectively within highly matrixed organizations, with a strong leadership presence and the ability to influence, negotiate, and drive outcomes without direct authority. Ability to communicate complex technical and programmatic information at an appropriate level for senior leadership and executive stakeholders. Experience using both Agile and predictive project execution methodologies, including associated planning, tracking, metrics, and reporting practices. Outstanding written and verbal communication, organizational, analytical, and stakeholder-management skills. Experience supporting satellite communications, networking, terminals, or other complex integrated systems is highly valuable. Background in government, defense, or other regulated environments, along with experience supporting certifications, cybersecurity, and compliance requirements, is preferred. An active Department of Defense clearance is preferred; the position requires U.S. Citizenship and the ability to obtain and maintain a U.S. Government security clearance. Benefits: Annual base salary of $147,500–$233,000 , with a higher range of $183,000–$275,000 for specific work locations within the San Jose, San Francisco Bay Area, and New York City metropolitan areas. Compensation may vary based on job-related knowledge, skills, experience, and the scope of the position. Potential additional cash or stock incentives as part of the overall compensation package.
