Subcontracts Manager - Remote Opportunity

Accountabilities: Partner with internal business leaders to understand product and service requirements and develop appropriate subcontracting strategies. Conduct market analysis and apply procurement best practices to identify opportunities for value creation, cost savings, and cost avoidance. Develop risk-based negotiation strategies and negotiate subcontract terms, conditions, pricing, and other commercial provisions with vendors, subcontractors, and consultants. Prepare vendor agreements and related documentation, ensuring applicable prime contract terms and conditions are properly flowed down. Coordinate and support the negotiation, review, approval, and execution of subcontract documents within assigned business categories. Review prime contract requirements and ensure relevant obligations are incorporated into subcontract agreements. Coordinate required approvals with Legal, Compliance, IT, Security, business owners, and other internal stakeholders. Serve as the primary liaison between Legal, internal business teams, and vendor representatives on subcontracting matters. Provide expert guidance on subcontract language, contracting policies and procedures, contract administration, and resolution of contractual issues. Support vendor due diligence, qualification, evaluation, implementation, and transition activities. Assist with new vendor implementations and ensure subcontract terms and obligations are properly established and maintained. Proactively monitor subcontract expiration dates and coordinate renewals, extensions, or terminations based on business requirements. Build and maintain strong relationships with key external subcontractors and strategic vendors. Maintain accurate vendor documentation, including subcontract agreements, modifications, task or delivery orders, funding information, invoices, certifications, qualifications, and correspondence. Coordinate with Program Management on contractual and commercial matters, including payment milestones, invoicing, performance issues, and funding limitations. Process and establish subcontracts, modifications, and related documents in accordance with applicable purchasing policies and procedures. Identify and implement process improvements that strengthen efficiency, compliance, cost management, and the overall subcontracting lifecycle. Manage multiple concurrent contracts, priorities, stakeholders, and deadlines while maintaining high standards of accuracy and service. Requirements 7+ years of purchasing experience . 5+ years of subcontract administration experience . Bachelor’s degree in Supply Chain Management, Business Administration, or a related field required. Master’s degree in Supply Chain Management or a related discipline is preferred. Strong knowledge of legal subcontract language and demonstrated experience negotiating complex subcontract agreements. Experience administering multiple subcontract types, including CPFF, T&M, and FFP , supporting services, research and development, systems integration, software, and hardware. Experience supporting commercial, state, and/or Federal government programs, including domestic and international engagements. In-depth understanding of commercial business terminology and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) as they apply to subcontract administration. Strong understanding of procurement, contract administration, supplier management, risk assessment, and commercial negotiation principles. Excellent customer service and business partnership skills, with the ability to build trust across internal and external stakeholder groups. Strong communication, facilitation, consultation, training, and project management capabilities. Ability to collaborate effectively across different organizational levels, business functions, organizations, and geographic locations. Strong problem-solving skills, including the ability to identify barriers, resolve issues, and escalate matters appropriately. Excellent organization and time-management skills, with the ability to manage multiple priorities simultaneously. Advanced proficiency in Microsoft Word and Excel and intermediate proficiency in PowerPoint. Ability to work independently, exercise sound judgment, and manage complex subcontracting activities with limited supervision. Professional certifications such as CFCM, CPM, or CPSM are preferred. Base salary range of $83,890–$142,610 per year , with actual compensation determined by factors such as location, skills, experience, education, and other applicable considerations.
