Senior Labor Compliance Officer

Accountabilities:: Audit and verify certified payroll records, fringe benefit statements, employer training contributions, apprenticeship documentation, and related compliance materials against applicable regulations and contract requirements. Identify missing, incomplete, or inaccurate documentation and work directly with contractor representatives to obtain corrections and resolve compliance issues professionally and efficiently. Investigate alleged noncompliance involving prevailing wages, fringe benefits, apprenticeship standards, and other labor requirements, including gathering written or recorded statements and documenting findings. Use labor compliance and government systems such as LCPtracker, the California Department of Industrial Relations website, SAM.gov, and related platforms to monitor certified payroll submissions and supporting documentation. Enter, maintain, reconcile, and analyze project data related to payroll compliance and contractual workforce goals, including craft hours, trade classifications, local hire hours, and targeted or transitional worker hours. Monitor contractor-specific and project-wide Section 3 requirements, goals, and performance, providing accurate tracking and reporting. Conduct onsite worker interviews and reconcile interview results with submitted payroll records and other project documentation. Maintain complete, accurate, and organized electronic project files in accordance with project requirements and established procedures. Prepare monthly, quarterly, semi-annual, and annual labor compliance reports for public agencies and federal and state entities. Collaborate with internal teams, contractors, clients, public agencies, unions, and other stakeholders to support effective project delivery and regulatory compliance. Provide senior-level guidance to labor compliance activities and support special assignments, investigations, and compliance initiatives as directed by leadership. Requirements: At least 6 years of professional experience in labor compliance, preferably within a public agency, housing and community development, public works, or consulting environment. Strong knowledge of labor compliance policies, procedures, industry practices, executive orders, and regulatory requirements applicable to federally and state-funded projects. Demonstrated experience reviewing and auditing certified payroll records and related labor compliance documentation. Working knowledge of the California Labor Code as it applies to public works projects. Strong expertise in HUD, Davis-Bacon, Section 3, and Build America, Buy America (BABA) requirements. Ability to analyze complex documentation, identify discrepancies, investigate potential compliance issues, and apply sound professional judgment. Experience working effectively with government agencies, contractors, union organizations, public-sector clients, and other project stakeholders. Strong written and verbal communication skills, with the ability to explain compliance requirements and findings clearly and professionally. Proficiency with Microsoft Office applications, particularly Excel, Word, and Outlook. Highly organized and detail-oriented, with the ability to manage multiple projects, assignments, deadlines, and competing priorities. Experience with labor compliance management systems such as LCPtracker, eComply, or similar platforms is preferred. Experience supporting labor compliance for public works, affordable housing, community development, or federally funded infrastructure projects is preferred. Previous experience preparing compliance reports for HUD-funded or other grant-funded programs is preferred. Ability and willingness to travel to project sites throughout Northern and Southern California metropolitan areas for worker interviews and other project-related activities.
