Supply Chain Procurement Specialist – Level 4

Accountabilities: Develop procurement specifications, statements of work, agreement terms, and conditions for specialized materials, equipment, and services. Lead complex RFQ/RFP processes, including preparing solicitation packages, evaluating proposals, negotiating terms, selecting suppliers, and preparing awards. Source specialized goods and services while balancing cost, quality, schedule, technical requirements, and supply chain risk. Negotiate complex contractual terms and conditions, including applicable FAR and DFARS provisions. Manage supplier agreements throughout their lifecycle and maintain effective contractual relationships with key suppliers. Partner with legal, contracts, engineering, quality, supplier development, planning, operations, program teams, and end users to align procurement decisions with business and program requirements. Identify and implement strategies to reduce costs, improve procurement efficiency, strengthen supplier performance, and mitigate commercial and supply chain risks. Ensure procurement activities comply with applicable public laws, organizational policies and procedures, and import/export requirements. Manage competing priorities and stakeholders while maintaining strong documentation, organization, communication, and project management practices. Requirements Bachelor’s degree with at least 8 years of relevant experience in supply chain, procurement, contracts, law, or a related discipline; alternatively, a master’s degree with at least 6 years of relevant experience. An additional 4+ years of relevant professional experience may be considered in lieu of a degree. At least 2 years of demonstrated experience negotiating terms and conditions in a lead negotiation role. Strong knowledge of procurement, sourcing, supplier management, contractual negotiations, and commercial risk management. Experience working with Microsoft Office applications. Ability to obtain and maintain a U.S. Government Secret security clearance; U.S. citizenship is required for positions requiring government clearance. Strong analytical, planning, organizational, project management, presentation, verbal, and written communication skills. Ability to influence stakeholders, manage competing priorities, and collaborate effectively across multidisciplinary teams. Preferred experience includes a J.D. or paralegal background, or other legal experience relevant to procurement and contracts. Familiarity with SAP or Costpoint ERP systems is advantageous. Experience in aerospace, aviation, or another highly regulated technical industry is preferred. Knowledge of FAR/DFARS and commercial procurement practices is beneficial. Benefits Base salary range of $97,100–$145,700 annually , depending on qualifications, experience, skills, responsibilities, and market conditions.
