Regional Property Manager - Affordable Housing/Multi-Family

Accountabilities:: Oversee the overall operations and performance of assigned multi-family affordable housing properties. Lead on-site Community Managers and other property staff, including hiring, training, performance evaluation, coaching, personnel decisions, and team meetings. Monitor occupancy, resident satisfaction, unit turns, maintenance, grounds, property standards, collections, and other key operational priorities. Review monthly financial reports, prepare owner reports, and participate in asset management meetings. Develop and implement property budgets while monitoring financial performance and controlling expenses. Respond to inquiries from owners, government agencies, financial institutions, auditors, accounting teams, employees, and other stakeholders. Monitor compliance with federal, state, and local regulations, as well as applicable organizational policies and procedures. Review leases, rules and regulations, contracts, licenses, rent schedules, personnel files, and resident files. Monitor delinquency reports, bank deposits, equipment inventories, inspections, and other operational records. Conduct regular property inspections and implement appropriate standards and corrective actions. Prepare properties and teams for regulatory and agency inspections, including required follow-up. Negotiate property-related contracts and vendor arrangements subject to applicable approvals. Promote and enforce safety standards and provide appropriate training for staff. Provide ongoing oversight and follow-up across all aspects of property management to ensure portfolio performance and compliance. Travel regularly, often daily and occasionally for multiple days, to assigned communities and other locations as needed. Requirements: 5+ years of experience managing affordable multi-family housing, specifically LIHTC and Project-Based Section 8 properties. 2+ years of multi-site portfolio management experience, with responsibility for 5 or more communities strongly preferred. Demonstrated experience with affordable housing certifications and recertifications, REAC/NSPIRE inspections, and Management and Occupancy Reviews (MORs). Broad knowledge of property management operations, including accounting, inspections, collections, evictions, marketing, resident relations, and compliance. Strong understanding of financial statements, budgeting, LIHTC requirements, and applicable local and state regulations. College degree preferred but not required. CPM, HCCP, COS, or equivalent affordable housing/property management certification strongly preferred. Strong organizational and time-management skills, with the ability to manage multiple properties, priorities, and deadlines. Strong leadership, supervisory, coaching, and performance-management capabilities. Excellent customer service and communication skills when working with residents, clients, employees, government agencies, and other stakeholders. Ability to work independently with minimal supervision and exercise sound judgment. Ability to work days, evenings, and weekends when required. Strong resident relations and conflict-resolution skills, with a focus on customer satisfaction. Strong experience with Yardi and excellent proficiency with Microsoft Office applications, including Outlook, Word, Excel, SharePoint, and Teams. Valid driver’s license and reliable transportation required to provide effective coverage and oversight across the assigned portfolio. Willingness to travel approximately 80% or more of the time to assigned properties throughout the DC/MD/VA region. Benefits: Anticipated annual salary range of $105,000–$125,000, depending on experience, qualifications, skills, market conditions, property or business considerations, and other relevant factors.
