Accountabilities:: Develop, implement, coordinate, and oversee enterprise-wide healthcare quality assurance and performance improvement programs. Monitor healthcare operations for compliance with National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), healthcare regulations, accreditation standards, contractual requirements, and organizational policies. Conduct routine audits, clinical chart reviews, site evaluations, compliance assessments, and quality monitoring activities across multiple healthcare programs. Analyze clinical outcomes, healthcare performance indicators, incident reports, grievances, mortality reviews, and other quality data to identify trends, risks, and opportunities for improvement. Develop, implement, and monitor corrective action plans resulting from audits, inspections, quality reviews, accreditation surveys, and government findings. Coordinate quality improvement initiatives focused on patient safety, clinical outcomes, regulatory compliance, and operational performance. Monitor facility compliance with healthcare documentation requirements, clinical protocols, utilization management activities, and applicable standards of care. Review healthcare records, reports, and quality data for accuracy, completeness, consistency, and compliance. Lead and coordinate medical department preparation for American Correctional Association (ACA) accreditation and reaccreditation across multiple detention healthcare sites, including gap assessments, mock surveys, evidence collection, and remediation tracking. Partner with Health Services Administrators to evaluate compliance with applicable ACA healthcare standards, address deficiencies, maintain documentation, and sustain accreditation readiness. Support preparation for government inspections, accreditation surveys, audits, and contract compliance reviews. Collaborate with facility and corporate leadership to address quality concerns, operational risks, and performance deficiencies. Track, trend, and report quality, compliance, patient safety, and operational performance metrics through dashboards and other reporting tools. Assist in developing policies, procedures, quality monitoring tools, audit instruments, and performance standards. Participate in root cause analyses, risk assessments, healthcare investigations, and performance improvement activities. Provide guidance and education to facility leadership on quality improvement methodologies, compliance requirements, and healthcare best practices. Support new healthcare initiatives, operational improvements, standardization efforts, and enterprise-wide quality programs. Prepare executive reports, dashboards, compliance summaries, and quality performance analyses for leadership review. Maintain confidentiality of patient information, quality review activities, investigative findings, and other sensitive healthcare information. Requirements: Bachelor’s degree in Nursing, Healthcare Administration, Public Health, Health Information Management, Quality Management, or a related healthcare discipline is required; a master’s degree is preferred. At least 5 years of experience in healthcare quality management, accreditation, compliance, performance improvement, healthcare auditing, or healthcare operations. At least 3 years of experience supporting correctional healthcare, detention healthcare, hospital operations, government healthcare programs, or comparable complex healthcare environments. Demonstrated experience conducting healthcare audits, chart reviews, compliance assessments, quality reviews, and performance improvement initiatives. Experience analyzing healthcare data and translating findings into actionable performance improvement recommendations. Strong knowledge of healthcare quality assurance, performance improvement, patient safety, regulatory compliance, risk management, and corrective action methodologies. Working knowledge of detention healthcare operations, correctional healthcare practices, federal healthcare programs, NDS, PBNDS, and healthcare accreditation standards. Experience with accreditation standards and processes; familiarity with ACA, NCCHC, Joint Commission, or comparable frameworks is advantageous. Strong analytical, investigative, and problem-solving skills, with the ability to collect, interpret, analyze, trend, and present healthcare quality data. Excellent written, verbal, presentation, and interpersonal communication skills. Strong organizational, project management, documentation, and time-management capabilities. Ability to identify operational and clinical deficiencies and recommend practical, measurable improvement strategies. Ability to work independently while collaborating effectively with multidisciplinary teams and stakeholders. Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, and Teams, as well as healthcare reporting systems. Ability to exercise sound judgment, maintain confidentiality, and manage multiple priorities in a complex healthcare environment. Ability to obtain and maintain required government clearances, facility credentials, and contractual qualifications. Ability to provide proof of U.S. citizenship or legal authorization to work in the United States and consent to fingerprinting and background investigations. Ability to read, write, speak, and understand English proficiently. Preferred qualifications include an RN license, Certified Professional in Healthcare Quality (CPHQ) certification, or another relevant professional credential. Experience with healthcare quality dashboards, healthcare analytics, utilization management, enterprise quality programs, or multi-site healthcare quality operations is preferred.
