Manager, Medical Detention Operations

Accountabilities:: Provide operational oversight and program management support for multiple healthcare programs across detention facilities nationwide. Serve as the corporate point of contact for assigned facilities, supporting medical operations, program performance, operational challenges, and contract execution. Partner with Health Services Administrators, Clinical Directors, Medical Directors, and other facility leaders to strengthen operational effectiveness and service delivery. Monitor healthcare programs for compliance with contractual requirements, federal regulations, National Detention Standards (NDS), Performance-Based National Detention Standards (PBNDS), clinical standards, and organizational policies. Track performance metrics, quality indicators, utilization trends, patient safety measures, operational data, and healthcare outcomes to identify risks, trends, and improvement opportunities. Coordinate corrective action plans following government inspections, audits, accreditation reviews, and compliance assessments, supporting facilities in achieving and sustaining compliance. Support operational readiness, healthcare program startups, contract transitions, facility expansions, and enterprise-wide operational improvement initiatives. Lead or support quality and performance improvement initiatives, root cause analyses, investigations, and risk mitigation activities. Monitor staffing levels and workforce requirements while collaborating with recruitment and facility leadership teams on hiring, onboarding, retention, deployment, and workforce planning. Provide operational guidance during staffing shortages, demand surges, emergencies, critical incidents, and significant healthcare events, including after-hours support when required. Maintain effective relationships with government officials, facility leaders, corporate stakeholders, customers, and external partners through meetings, operational reviews, and strategic planning activities. Prepare executive briefings, operational reports, dashboards, presentations, customer deliverables, and performance summaries for leadership and government stakeholders. Support budget monitoring, labor utilization, staffing expenditures, financial forecasting, resource planning, and contract performance management. Identify operational efficiencies while maintaining healthcare quality, regulatory compliance, and contractual standards. Support contract growth, proposal development, and business development initiatives when requested. Maintain confidentiality of protected healthcare information, operational data, and sensitive government information. Travel extensively, potentially up to 75%, to support facility oversight, inspections, customer meetings, and operational initiatives. Requirements: Bachelor’s degree in Healthcare Administration, Nursing, Public Health, Business Administration, Healthcare Management, or a related field; a master’s degree is preferred. At least 7 years of progressive experience in healthcare operations, healthcare management, correctional or detention healthcare, or healthcare program leadership. At least 3 years of experience managing multi-site healthcare operations, government healthcare contracts, or detention healthcare programs. Demonstrated experience overseeing operational performance, staffing, regulatory compliance, quality improvement, and contract execution. Experience working with federal government agencies, healthcare contractors, correctional systems, detention environments, or similarly regulated healthcare settings. Strong knowledge of detention and correctional healthcare operations, healthcare program management, NDS, PBNDS, federal detention healthcare requirements, regulatory compliance, accreditation standards, and quality improvement methodologies. Strong analytical and critical-thinking skills, with the ability to interpret clinical, operational, financial, and performance data and translate findings into corrective actions. Demonstrated program management, organizational planning, and operational leadership capabilities across geographically dispersed teams and locations. Excellent written, verbal, presentation, interpersonal, customer service, and government relations skills. Strong leadership and team-building abilities, with the capacity to influence and support multidisciplinary teams. Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, Teams, and relevant healthcare reporting platforms. Ability to manage competing priorities and make sound decisions in complex, high-pressure operational environments. Ability to obtain and maintain required government clearances, facility credentials, and contractual requirements. Ability to provide proof of U.S. citizenship or legal authorization to work in the United States, consent to fingerprinting and background investigations, and communicate proficiently in English. Preferred credentials may include RN, PA, NP, or another relevant healthcare license. Preferred certifications include PMP, CPHQ, FACHE, or an equivalent professional certification. Additional preferred experience includes federal healthcare programs, detention or correctional healthcare contracts, ACA, NCCHC, Joint Commission, or other healthcare accreditation standards, as well as multi-site operational improvement initiatives.
