Integrated Test Scheduler (IMS, Tricentis), Defense Counterintelligence and Security Agency (DCSA)

Accountabilities: Integrated Master Schedule Management: Develop, maintain, and analyze Integrated Master Schedules (IMS) covering DevSecOps workflows, testing activities, dependencies, milestones, and critical paths across federal IT programs. DevSecOps and CI/CD Scheduling: Align contractual delivery milestones with CI/CD pipeline stages for NBIS and NI2 applications. Coordinate automated workflows across Jenkins, GitLab CI/CD, Azure DevOps, SonarQube, and related orchestration tools. Test Planning and Integration: Integrate functional, integration, regression, automated, performance, security, and user acceptance testing into comprehensive schedules, ensuring activities are properly sequenced and aligned with program objectives. Tricentis Platform Coordination: Serve as a scheduling subject matter expert for Tricentis Tosca and qTest, coordinating automation development, maintenance, execution windows, releases, test cycles, and test results. Integrate relevant Tricentis capabilities, including EEG/DEX, NeoLoad, and LiveCompare where applicable. Release and Test Gate Management: Establish and maintain schedules for test entry and exit criteria, release gates, production readiness milestones, and deployment activities. Maintain a forward-looking test calendar and proactively communicate readiness issues and schedule risks. Critical Path and Schedule Risk Analysis: Conduct critical and near-critical path analysis, evaluate schedule performance, and identify bottlenecks involving resource availability, test environments, automation capacity, security scans, defect remediation, or technical dependencies. Schedule Forecasting and Recovery Planning: Assess the schedule impact of scope changes, resource constraints, environment outages, technical delays, defects, and release changes. Develop mitigation strategies, recovery plans, and alternative sequencing options to protect contractual and program milestones. Security and Performance Dependencies: Incorporate security gate processing times, including static application security testing (SAST), dynamic application security testing (DAST), and container scanning, into schedule forecasts. Monitor system capacity and development team throughput to anticipate delivery constraints in cloud environments. Reporting and Program Governance: Provide schedule-based insights for program reviews, milestone briefings, and executive reporting. Track progress against plans, identify emerging trends, and escalate issues requiring program-level decisions. Cross-Functional Coordination: Lead integrated test scheduling meetings, collect status updates, coordinate dependencies, and facilitate resolution among Tricentis test leads, automation engineers, qTest administrators, DevSecOps engineers, release managers, and Agile teams. Process Improvement: Standardize schedule development, status collection, reporting, and update processes. Strengthen alignment between Agile sprint planning, test management platforms, DevSecOps execution, and the program-level IMS. Requirements: Education: Bachelor's degree in Computer Science, Engineering, Business, Project Management, or a related discipline. Professional Experience: At least eight years of experience in software testing, test management, program scheduling, systems integration, or a related field. Tricentis Expertise: At least five years of experience working with Tricentis Tosca and/or qTest in enterprise test management and test automation environments. DevSecOps Tool Proficiency: Hands-on experience with Tricentis Tosca, qTest, Jenkins, Azure DevOps, GitLab, SonarQube, and related DevSecOps tools. Integrated Scheduling Experience: Demonstrated experience developing and maintaining complex Integrated Master Schedules in federal, government, defense, or other regulated environments. Scheduling Software: Advanced proficiency with scheduling tools such as Microsoft Project or Primavera P6, including schedule development, dependency management, milestone tracking, and critical path analysis. Test Automation and Release Management: Understanding of automated test execution, CI/CD pipelines, release planning, test cycles, and the integration of testing activities into program schedules. Analytical and Problem-Solving Skills: Strong ability to assess schedule dependencies, identify bottlenecks, evaluate risks, interpret performance trends, and develop practical mitigation strategies. Communication and Collaboration: Excellent communication, organization, and stakeholder management skills, with the ability to work independently and coordinate effectively across geographically distributed technical teams. Security Clearance and Citizenship: Active Secret security clearance and U.S. citizenship are mandatory for this position. Government and Regulated Environments: Experience supporting federal IT programs, defense initiatives, large-scale IT modernization, enterprise systems, or mission-critical applications is highly relevant. Preferred Qualifications: Tricentis certifications in Tosca, qTest, EEG/DEX, NeoLoad, or LiveCompare. Experience with schedule quality assessments, Earned Value Management (EVM), DCMA-style schedule analysis, and quantitative schedule risk analysis. Project Management Professional (PMP), PMI Scheduling Professional (PMI-SP), or an equivalent certification. Experience integrating Agile sprint planning, test automation workflows, and program-level scheduling across complex enterprise technology programs.
