Integrated Master Scheduler (IMS) Lead

Accountabilities:: Manage and provide input to the Integrated Master Schedule supporting a complex Army network modernization program. Support program milestone decisions through detailed schedule analysis, issue identification, and recommendations for resolution. Assist with master implementation, testing, and transition planning to ensure activities and dependencies remain aligned. Develop and maintain the Work Breakdown Structure (WBS), aligning it with the system physical architecture down to the configuration-item level. Define schedule activities according to required calendar time, resources, dependencies, and execution requirements. Build, maintain, baseline, and update schedules using Microsoft Project Server or equivalent Microsoft Project environments. Perform detailed schedule analysis, including critical path analysis and Schedule Risk Assessments (SRAs). Monitor schedule health and identify trends, risks, delays, and dependencies that could affect program milestones. Apply schedule performance metrics such as the DCMA 14-point assessment, Baseline Execution Index (BEI), Critical Path Length Index (CPLI), and Schedule Performance Index (SPI). Prepare, review, and deliver required plans, reports, and Contract Data Requirements List (CDRL) schedule deliverables. Support program reviews, conferences, briefings, and stakeholder meetings with clear schedule information and recommendations. Lead and coordinate scheduling personnel while maintaining consistency, quality, and alignment across the program schedule. Communicate schedule status, risks, dependencies, and recommended actions to program and government stakeholders. Requirements: Bachelor’s degree in IT, engineering, or a related technical field; four additional years of relevant experience may substitute for the degree. 5+ years of Integrated Master Schedule experience, including at least 2 years leading scheduling personnel. Advanced proficiency with Microsoft Project Server or Microsoft Project Online. Demonstrated experience developing, baselining, maintaining, and analyzing Integrated Master Schedules for complex programs. Strong understanding of scheduling methodologies, dependencies, critical path analysis, and schedule risk management. Experience applying schedule health metrics, including the DCMA 14-point check, BEI, CPLI, and SPI. Ability to translate technical program scope and system architecture into structured work breakdown structures and executable schedules. Strong analytical and problem-solving skills, with the ability to identify schedule issues and develop practical recommendations. Strong communication and presentation skills, with the ability to engage program teams and senior military or government leadership. Ability to manage competing priorities, maintain schedule accuracy, and work effectively in a complex program environment. Prior experience supporting the U.S. Army or other federal agencies is preferred. Active Secret security clearance is required at the time of application. Ability to travel occasionally to offices in McLean, VA or Hanover, MD, and Fort Belvoir, VA as required. Ability to lift up to 30 pounds.
