Practise the Director, Government Affairs — China at Marvell interview free →About Marvell Marvell’s semiconductor solutions are the essential building blocks of the data infrastructure that connects our world. Across enterprise, cloud and AI, and carrier architectures, our innovative technology is enabling new possibilities. At Marvell, you can affect the arc of individual lives, lift the trajectory of entire industries, and fuel the transformative potential of tomorrow. For those looking to make their mark on purposeful and enduring innovation, above and beyond fleeting trends, Marvell is a place to thrive, learn, and lead. Your Team, Your Impact Marvell’s Government Affairs function ensures that a company whose silicon and networking technology powers the world’s largest AI data centers can operate, grow, and transact in markets where government relationships directly determine commercial outcomes. Without this team, Marvell cannot build the stakeholder credibility needed to clear regulatory review on strategic acquisitions, shape the policy environment in which it operates, or ensure that the officials governing its most important markets understand who Marvell is before a crisis or transaction forces the issue. Every day, this team works on the most consequential questions in technology policy: how a U.S. semiconductor company navigates U.S.-China technology competition while protecting its ability to serve Chinese customers; and how to build relationships with MIIT, NDRC, MOFCOM, and SAMR that translate into goodwill when it matters most. Marvell’s custom silicon and optical interconnects are the infrastructure that makes the AI revolution physically possible — and the decisions this team influences directly determine whether that technology reaches its potential in one of the world’s most important markets. What You Can Expect Government Engagement & Relationship Management Serve as Marvell's primary government affairs representative in China, conducting meetings with officials across relevant central government agencies on behalf of the company. Build and maintain a structured network of relationships with officials at the working and senior levels across ministries relevant to Marvell's technology, regulatory, and commercial interests. Represent Marvell at industry association events, government-hosted forums, standards bodies, and policy consultations, and related government-affiliated institutions. Coordinate and prepare senior Marvell executives (including CEO and C-suite) for high-level government meetings in China, including briefing materials, talking points, and post-meeting follow-up. Monitor Chinese government personnel changes, restructuring, and policy priorities and translate these into actionable intelligence for Marvell's leadership and GA function globally. Periodically, responsibilities may include those listed above for other countries in Asia where Marvell has a presence. Policy Positioning & Regulatory Affairs Develop and execute Marvell's China government affairs strategy, including a proactive stakeholder engagement plan aligned with the company's commercial and regulatory priorities. Track, analyze, and communicate developments in Chinese technology and industrial policy — including semiconductor policy, AI governance, data security regulation, export controls, and M&A review — and advise Marvell leadership on implications and response strategies. Advocate for Marvell's policy positions with government stakeholders, including on issues related to market access, import/export compliance, procurement policy, standards development, and the operating environment for foreign technology companies. Engage with SAMR and relevant industry stakeholders in support of Marvell's antitrust and merger review strategy. Provide substantive input to Marvell’s global export control and trade compliance teams, clearly communicating Chinese regulatory developments and their implications for Marvell’s China business. Strategic Advisory & Cross-Functional Collaboration Partner with Marvell's legal and corporate communications teams to ensure China GA activities are integrated with the company's overall strategy and global positioning. Advise Marvell's business units on the government affairs dimensions of commercial decisions in China. Provide regular reporting to Marvell's AVP of Government Affairs and senior leadership on the China government affairs landscape, relationship status, and strategic priorities. Analyze U.S. and China trade compliance policies and emerging trends, and translate them into practical business insights for Marvell's headquarters and China Country Manager. Assess regulatory, trade compliance, and government affairs risks associated with specific AI-related business opportunities in China, and recommend appropriate engagement and risk-mitigation strategies. Identify and monitor the China AI strategies of major customers, partners, competitors, and other key industry counterparts, and evaluate the implications for Marvell's commercial positioning and stakeholder engagement. What We're Looking For Required Chinese national with native Mandarin fluency and professional-level English; ability to represent Marvell in formal government settings in both languages. 5+ years of experience in government affairs, government service, or regulatory affairs, with a significant portion in roles involving direct engagement with central government ministries in Beijing. Demonstrated existing relationships with officials at MIIT, NDRC, MOFCOM, or equivalent central government agencies relevant to the technology and semiconductor sectors. Deep familiarity with China's technology and industrial policy landscape, including the semiconductor industry and AI governance. Strong judgment and discretion in navigating sensitive geopolitical dynamics, with the ability to represent a U.S. company credibly and constructively to Chinese government counterparts. Undergraduate degree required; graduate degree in law, public policy, international relations, or a related field preferred. Preferred Experience working for or advising a multinational technology or semiconductor company operating in China, with an understanding of the unique compliance and reputational sensitivities involved. Familiarity with U.S. and China export control frameworks and their implications for U.S. technology companies operating in China. Experience engaging with SAMR, MOFCOM, or other agencies on antitrust or M&A-related matters, or supporting external legal counsel in such engagements. Established relationships within Chinese industry associations. Experience coordinating across a global GA or legal function, including with counterparts based in the United States.
