JOB DESCRIPTION: RESPONSIBILITIES: 按照公司的策略，在高级全国招标经理的指导下，制定适合公司医学食品的全国性招投标策略和行动方案 加强与各地招标管理部门的沟通，建立雅培MND品牌 规范投标文件，如双重复核招标相关关键信息等 建立并完善公司招投标系统流程管理，每月检查、更新招标信息 通过全面协调对内部门（销售、商务、市场、工厂、政府事务、注册、医学，财务等）和对外部门（医疗卫生政府各部门、招标办、招标中介、经销商、营养专家等）以推动闭环完成招标全过程达到预期结果 指导成立以省为单位的招标小组，落实并协助招标小组相关职责，包括 - 协助以省级销售经理为组长，由全国招标经理、大区商务、各区域销售、市场、政府事务和注册部组成招标小组的及时成立和成员更替 - 促动定期的小组会议，共同讨论招标政策、标书分析、投标策略以及投标价格，制定对策和行动方案并明确分工及执行 - 促动招标小组跟进招标进程，与政府部门、招标办、招标中介机构、经销商、招标小组以及营养专家保持紧密联系，协调各方及时解决问题 - 参与招标小组分析投标产品、投标价格，监督投标资料完整、准确并及时送达招标办或中介机构 - 参与确定合理招标价格，帮助复核招标报价，确保中标并维持经销商合理利润 - 参与每家医院的投标和协同商务经销商的授权等 - 落标时，总结WHAT, SO WHAT - 与经销商沟通、协调，保证中标产品在招标有效期内的临床供应，避免经销商以毛利不足、医院回款太差为由拒绝送货 汇总并确定全国招标价格，确保稳定BU确定的全国基准价，以保证经销商的合理利润 负责协助区域解读每家医院招标文件和实施 重点参与全国医学食品挂网省份的招标业务，加强与重点省市招标办的关系 核对招标结果和中标价格，分析、总结各地招标政策、中标结果和经验分享 并确保完善、完成各种招标报表（招标分析表、月重点招标事项等） 负责对销售团队提供必要地招投标常识培训 REQUIREMENTS: l 行业经验: 至少8年服务于外资医药企业的经验 l 岗位经验: l 至少5年以上药品或器械耗材招标管理经验 l 具备3年以上销售管理或5年以上一线销售经验优先 l 语言能力: 具备中、英文读写能力 l 电脑能力: 办公室相关软件应用，熟练运用Excel和PowerPoint进行数据分析和报告 l 出差要求: 全国出差 l 其他特殊要求: 优秀的沟通和协调能力，善于处理各级医疗卫生政府机关、招标办、各类医疗专家及各层经销商关系 全局性的逻辑思维和分析判断能力 解决问题和处理复杂情况的应变能力 合作伙伴意识强，善于与不同层级的内外客户保持密切的互动 良好的跨部门合作意识和能力 The base pay for this position is N/A In specific locations, the pay range may vary from the range posted.
