Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

NATO International Staff requires a Software Developer – Expert Consultant to support the Defence Planning and Policy Division, Defence Planning Directorate, Data Analysis Section.

The role focuses on developing and maintaining solutions for data collection, analysis and visualisation, particularly web applications and dashboards supporting defence-planning data analysis.

Role Duties and Responsibilities

• Design, develop and deploy web-based dashboards.
• Develop and configure web applications using modern web frameworks.
• Develop and test data-collection solutions.
• Transform and integrate data from classified and unclassified sources into web-based systems.
• Perform data conversion and preprocessing using Python APIs and ETL tools.
• Develop and improve data-collection tools based on stakeholder requirements.
• Develop and maintain documentation for code, service endpoints and system architecture.
• Support security testing and approval activities.
• Test solutions with stakeholders and ensure requirements are met.
• Develop data-driven dashboards for senior leadership using Python and/or Power BI.
• Support workshops and stakeholder engagements.
• Provide knowledge transfer and training materials.
• Report on progress and identify potential project/timeline risks.
• Brief NATO International Staff and leadership on project progress.

Essential Skills

• JavaScript and HTML.

Experience

• Strong Python experience for automation, ETL and analysis.
• Experience building and maintaining backend services or processing pipelines.

Working Location

NATO HQ, Brussels, Belgium / Remote

The contractor has flexibility to work remotely combined with some physical presence at NATO HQ.

Working Policy

Hybrid / flexible remote working with some on-site presence in Brussels.

The contractor must be available for contact during approximately half of NATO's official working hours, taking time-zone differences into account.

• Base period: 1 November – 31 December 2026
• Base scope: 304 hours
• Option 1: 2027 – 1,672 hours
• Option 2: 1 January – 30 June 2028 – 836 hours
• Travel to NATO HQ may occur 2–3 times during the performance period, with travel costs included in the quoted price.
• Signed NDA required.
