As part of Global Operations, FSI investigates and enforces on fraud and safety cases across the full user lifecycle — from account creation to post-stay — leveraging a team of internal and partner agents operating 24/7 across the globe.

The Intelligence & Advocacy team is FSI’s proactive intelligence and regional advocacy function. Fraud Intelligence hunts emerging threats before they scale — turning raw signals into platform defenses faster than bad actors can adapt. Global Trust Advocacy ensures that what works globally actually works locally — owning regional legal requirements, cultural nuances, and compliance considerations across APAC, EMEA, and LATAM. Together, this team is why Airbnb stays ahead of novel fraud, and why global strategies hold up in every market.

The Difference You Will Make:

As the Senior Manager, Intelligence & Advocacy, you'll lead two teams: the Fraud Intelligence (FRINT) team and the Global Trust Advocacy (GTA) team. You'll sit on the FSI leadership team and report directly to the Director of Fraud and Safety Investigations.

These two teams share a common purpose: staying ahead of what's coming and making sure FSO's strategies actually work in the real world. FRINT finds fraud before it scales. GTA ensures global playbooks land in every market — without breaking local policy, compliance, or cultural context.

You'll own three outcomes for the org:

• Proactive intelligence: Lead a team that identifies and disrupts novel fraud threats before they scale — turning raw signals into platform defenses faster than bad actors can adapt.
• Regional compliance and advocacy: Understand regional legal requirements, local compliance, and cultural nuances across FSO queues — ensuring enforcement is locally appropriate and globally consistent.
• Global-to-local translation: Ensure that every global playbook, product launch, and policy built lands cleanly in local markets — without creating compliance risk or impacting local user experience.

A Typical Day: 

Lead the Intelligence & Advocacy team

• Manage the Fraud Intelligence manager and three Global Trust Advocacy regional leads (APAC, EMEA, LATAM) — building a high-performance, distributed team with clear goals, regular coaching, and a strong culture of ownership.
• Set the strategy and operating rhythm for how Intelligence & Advocacy delivers against I&I's roadmap and FSI's organizational priorities.
• Represent Intelligence & Advocacy on the FSI leadership team — bringing the proactive intelligence and regional advocacy perspective to org-wide decisions.
• Build and deepen strategic relationships with regional GMs, Country Managers, and local leadership across every market.

Drive fraud intelligence strategy

• Own the strategic direction of FRINT — the team responsible for proactively identifying, analyzing, and disrupting novel fraud threats before they scale across the platform.
• Oversee the team's intelligence cycle: detecting anomalies and emerging patterns, analyzing fraud networks and threat actor methodologies, implementing real-time mitigations via grigri and live rules engines, and reporting findings to leadership and cross-functional partners.
• Partner with Trust Engineering, Data Science, and Product to translate intelligence findings into automated detection rules, platform defenses, and upstream policy changes.

Own global trust advocacy and regional compliance

• Understand regional compliance, local legal requirements, and cultural nuances across FSO queues — serving as the authoritative voice on what global enforcement strategies need to adapt to work locally and advocate for localized solutions to enable regional growth.
• Ensure global playbooks built by GM and platform teams translate well to local execution — proactively identifying where global-default approaches create compliance risk, cultural friction, or operational gaps in non-US markets.
• Lead structured stakeholder engagement with Country Managers, regional business leads, Legal, Public Policy, and Supply teams across APAC, EMEA, and LATAM — hosting QBRs, forums, and recurring syncs that build trust and surface regional priorities early.
• Translate regional risk signals into standardized intelligence briefs that feed directly into FSO planning, product roadmaps, and prioritization.

Influence and partner cross-functionally

• Build strong relationships with Product, Engineering, Data Science, Legal, Public Policy, and regional business teams to ensure FSO's proactive intelligence and regional needs are represented early in planning.
• Communicate complex fraud intelligence and regional compliance considerations clearly to executive and senior leadership audiences — making the invisible visible.
• Act as a thought partner to peers on the FSI leadership team, helping the org make better decisions through proactive intelligence, regional insight, and advocacy for localized execution.

Your Expertise:

• 12+ years of experience in trust and safety, fraud intelligence, risk operations, or a related field — with a track record that spans both deep analytical work and cross-functional leadership.
• 5+ years managing teams, including experience managing managers — you know how to build team capability, set clear expectations, and develop people toward greater autonomy and scope.
• Demonstrated experience in fraud intelligence, risk strategy, or threat analysis — you understand how fraud actors operate, how detection systems work, and what it takes to stay ahead of evolving tactics.
• Deep understanding of regional and international trust and safety dynamics — you've navigated local legal requirements, regulatory landscapes, and cultural nuances across multiple markets, and you know how global-default strategies break down in practice.
• Strong cross-functional influence skills — you know how to build credibility with regional business leaders, Legal, Policy, and Product partners, and how to translate FSO needs into language that moves roadmaps and decisions.
• Analytical depth — you can interpret large volumes of data, surface insight from ambiguous signals, and build compelling cases from both quantitative and qualitative inputs.
• Clear, direct communicator — you produce authoritative intelligence products and present regional risk assessments to executive audiences with confidence and precision.
• Experience operating in a global, distributed team environment — you thrive across time zones, cultures, and organizational contexts without losing clarity or accountability.
• Familiarity with fraud detection tooling, rules engines, or intelligence platforms is a strong plus — you don't need to build them yourself, but you understand how they work and what your team needs to succeed.

This position is US - Remote Eligible. The role may include occasional work at an Airbnb office or attendance at offsites, as agreed to with your manager.
